ANONYMITY (It's The Law!)
The identity of people giving tips to Crime Stoppers has been protected by the Supreme Court of Canada.
Canada’s highest court ruled unanimously on February 16th, 1997 that police do not have to disclose any information they receive from this internationally recognized crime prevention program.Justice Beverly Mclachlin, in writing the court’s decision said protecting informants has always been a priority in law.
“The rule of informer privilege is of such fundamental importance to the workings of a criminal justice system it cannot be balanced against other interest relating to the administration of justice,” McLachlin wrote. “Once the privilege has been established, neither the police nor the court possesses discretion to abridge it.”
This ruling of the Supreme Court upheld a lower court’s decision and ordered a new trial for a Vancouver man acquitted in a drug case. Richard Dean Leipert’s lawyer successfully challenged a search warrant flowing from a Crime Stoppers’ tip. Leipert had been charged with unlawfully trafficking in marijuana.
During the trial Leipert’s lawyer used the Charter of Rights to argue prosecutors should disclosed details of how police got a search warrant.
The Crown, seeking to protect the identity of a Crime Stoppers’ informant, chose not to call evidence at the trial and Leipert was acquitted.
The Crown appealed with the Greater Vancouver Crime Stoppers Association intervening. The B.C. Court of appeal upheld the appeal and ordered a new trial.
The decision by the Supreme Court has confirmed a long standing position of Crime Stoppers that any details about the informant, or information received, however minute, could in fact jeopardize the informants anonymity, and as an end result destroy the integrity of the Crime Stoppers program.

Winnipeg Crime Stoppers offers cash rewards for information leading to the solution of an unsolved crime. Awards are also offered for information leading the arrest of individuals for criminal offences, the recovery of stolen property, or the seizure of narcotics.
If you have information, call our secure TIPS line at 204-786-8477 (786-TIPS) or click on the “Submit A New Tip” button to use WebTips for further information. If you’re calling from out of town, you may also telephone us toll free at 1-800-222-8477. The TIPS line is in operation 24 hours a day 7 days a week 365 days per year. You can also submit a tip online 24 hours a day, 7 days a week. All of our methods are completely secure. Specially assigned experienced officers “on loan” to the program take your information. When contacting Crime Stoppers, they never want you to provide you name or identify yourself. We do not subscribe to any form of call display or call trace and it is never recorded. Each caller is given a tip number, which is used in all subsequent transactions, thus ensuring anonymity. Tips are passed on to authorities, such as investigating officers. No one will ever know who you are. You remain secret! Authorities cannot access our files or your identity. The identity of people submitting tips to Crime Stoppers has been protected by the Supreme Court of Canada. Winnipeg Crime Stoppers highlights certain cases in newspapers, on TV, radio and this website. Crime Stoppers is a cooperative program between the local media, citizens and the police designed to involve the public in the fight against crime. Winnipeg media provides us with free exposure to you to help solve these crimes. Crime Stoppers is based on the principal that for every crime committed, someone other than the criminal has information that can lead to the solution of the crime. If your tip is helpful, you are eligible to receive an award up to $2000 cash! All awards are paid out issuing a system designed to maintain your anonymity. |
